Ministry wants Local Women Going Abroad Alone to Get Family ConsentKUALA KLAWANG: Local women intending to travel abroad alone may need family consent in a bid to prevent them from being used as “drug mules” by international syndicates.
Foreign Minister Datuk Seri Dr Rais Yatim said a proposal to this effect would be made soon to the Cabinet, following several incidents where women were used to smuggle drugs overseas.
Out of 119 cases of Malaysian women hauled up before foreign courts, 90% were linked to drugs, he said. (But what proportion of the total number of women travelling abroad alone were these 119?)
“Last night, my ministry, together with the Home Ministry, have jointly forwarded a report to the Cabinet on the matter.
“Both ministries agreed that factors like family, religion, immigration laws and preventive measures need to be considered before a Malaysian woman goes abroad alone,” Rais told reporters after officiating at the Malaysian Silambam Association's Jelebu branch here yesterday. (Religion???)
On the proposed requirement for family consent, he said it would enable the woman's family to monitor her departure and serve as a preventive measure against her being duped by international drug syndicates. – Bernama

I have to say that I always thought Dr Rais was much smarter than this. Isn't it just typical of the patriarchal paternalistic approach that our male politicians adopt that they didn't seek to consult the Ministry of Women or any woman about this before they submitted this ridiculous proposal to Cabinet?
I travel alone a lot. Not once have I ever gotten into trouble with the law abroad, let alone be accused of smuggling drugs, although once, Australian immigration, without asking why I travelled so much, assumed all the many immigration chops I had in my passport MUST mean I was a drug smuggler.
Many women, like me, have to travel abroad alone for work and sometimes for holidays. Why should it be assumed that we are prime targets for drug smugglers and other criminals? Surely what women need is the education about making travel abroad safe. And that's already available. Those of us who are savvy enough know better than to agree to carry things for strangers in our luggage. Or even for friends without asking what is in the parcel. Sometimes friends may not be aware that you can't take food into certain countries. So any smart traveller will know.Sometimes my family travels ahead of me or later than me so I have to travel alone to join them somewhere. In some families, spouses prefer not to travel on the same flights. There are always occasions when women have to travel alone.
The point is to educate our people to be smarter. But no, we want, as always to take the easy way out. Are women the only people who have been duped? Have we looked at the profile of the women who have been caught in these unfortunate situations? Are they women who have not travelled abroad much, are not savvy about situations overseas, sometimes without the requisite language skills?
When we travel, our families will usually know about it. We sms before we take off and we sms as soon as we land. We leave our hotel numbers with our spouses. That's normal behaviour.
But to have to ask for consent? What if some women have the sort of spouse who thinks that this is a good excuse to keep her at home, even though she has to travel for work? All he has to do is refuse to give consent and that would be it. And certainly he will bring religion into it.
What if I were travelling to a religious conference only for women as I have done before? Am I suppose to tell my hosts that I can't go because my government thinks I might be duped into smuggling drugs just because I am female?
The assumption is that women are like children who need to be protected for their own good. They cannot be relied on to take responsibility for themselves. Thousands of Malaysian women travel abroad on their own every year and return safely. Should we not emphasise that, rather than the relative few who get into trouble? Of course we must help these women but we can prevent more of these incidents happening by simply educating women.
And I must say, the best protection for women all round is to raise their awareness that they have rights, that they don't have to depend on men, that they don't have to be duped by people bearing promises of easy money.
How different is this proposal from the Taliban barring women from going out alone 'for their own protection'? It means that we simply accept that there are crooks out there and they are allowed to run wild. Surely the problem is that there are drug smugglers out there looking for ways to transport drugs and young innocent women are just one of the ways they found? If young male students were the next convenient conduit for them, will we now ban young boys from travelling abroad?

it's quite ridiculous for some people to even come up with such ideas and have it suggested for implementation. what wrong is there with women travelling alone? and why must men go to such stupid absurdity to try and control every single thing that has got to do with women! i just can't bear to think what other stupidities will crop up again soon. for the record, i'm a man and i feel embarassed and ashamed to even be associated with such people. but then again, i guess i couldn't help it when all my role models are women, strong ones at that. :)

I may not like the way you comented on Rais proposal who merely think that he is trying to protect the women especially the 'Malays' but I do agree on your writing that the best solution is the awareness. KLIA/travel agencies should have big and many poster to warned travellers on such syndicates or launce an awareness campain in media etc. Ladies please dont easily 'melt' your heart upon meeting some Shahrukh Khan clon among the Bangledeshi workers or upon meeting some handsome Iranians/Parkistanis guys who offer freindship or relationships,(otherwise you will be on the ship to their kampong and you regret being born for being treated like a sheep!) or even Caucasion etc. There 's nothing wrong with it but do be more carefull.Love movies are fairy tales, reality you might failed.

As is typical of BN Ministers, they have taken hold of the wrong end of the stick. And come up with a 'solution' that will inconvenience the majority.
Surely, with its unlimited resources of NST, STAR, T.Nesan, RTM 1 & 2 and now Bernama TV (& what's the budget for that one wonders), the Ministry of Information can begin an education & publicity advertising blitz. As well as in schools, collegs, universities, government depts, factories, employment agencies etc etc.
But is it such a serious problem as is made out to be? These 119 cases, what do they represent as a % of total single women in M'sia.
Surely, local drug abuse constitutes a much more serious problem?
Btw, I would guess that mostly single men engage in these drug mule activities rather than single women. So, what next? Sledgehammer to the fly again?
I never realised it but our Foreign Ministry Minister is referred to as Foreign Minister - which sounds pretty weird (Foreign Affairs?). Or maybe it's quite apt. After all, he doesn't seem to grasp local sentiments huh? :P
What they should do is to come up with a program to educate all of us not to fall trap to these syndicates. I just can't help but feel utter disgust at the Foreign Minister who makes a fool of himself and all of us, human beings.

Anyway, I want to point something out here... I doubt that these women who are caught with drugs are really that innocent to begin with. I mean, at this age and time, who will actually believe there are such super deals in life where it is loaded with great travel, no need to work your ass off, loads of money and is glamourous?
Another, what is the minister's problem here? I should think we should adopt the same diplomatic agreement where if a foreigner is catch breaking the law, the foreigner will have to face the full force of the consequences. So, our little women and men should also be left to the so call mercy of foreign laws and consequences if they break the law in foreign land. Yes, we can provide the necessary assistance as in providing a lawyer and all.. but I dont think we should take steps to make it difficult for women in Malaysia to travel...WHY ARE WE PAYING FOR ALL THEIR FOLLIES!?

Maybe Rais thinks his days as a minister are numbered and he would like to have at least a policy if not a Law to his name in our statute books. So he comes up with this brainless suggestion. He has already got consolation prize so far.....he got MSM mention.
I would like to suggest to you that you ought to probably ignore idiots if not at least idiotic suggestions like these. Is Foreign Minister Datuk Seri Dr Rais Yatim indirectly saying that Malaysian women do not know how to think ? So we are supposed to be like the women in the Middle East. Ask permission from the parents. Ask permission from the husband. May be even a written consent from them too. Instead of moving onwards, Malaysia is moving backwards. Gosh ! Don't tell me. We are moving back to the dark ages.
Why are only the women so 'lucky' to have such protection? How about protecting the men as well? There are many more men involved with drug smuggling I am sure. This new legislation will not solve any drug smuggling problem.
I think the Minister who come-up with this type of proposer must be out of his mind.This is infringing into woman's rights and it would be intruding into woman's affairs.
I hope the Minister of this cheap skate would think something better than this one or else it would be a third grade mentality of his type.

..yet another minister came up with a stupid proposal..to be blunt about it!All they can see now is whats happening outside the country whilst the problems in the country are still not being looked at!Just like when they set up a committee to save Sufiah-The Hooker..Now the minister came up with this idea that women must get consent by the families before going abroad alone...aiyooooh!All this while i guess every women that went abroad actually one way or another got their consent from family members already!Being duped into carrying drugs for strangers is not a problem of getting consent but educating these women are!And they thought that when they proposed it to the cabinet it was like the proposal of the year...we have thousands of Malaysian in foreign countries either as students or business people or just holiday makers and to say that 90% out of 119 cases compared to the other hundreth of thousands citizens travelling abroad should not be considered as an urgent matter.They should have came up with a proposal on how to educate not only women but men as well cause there are cases where our Malaysian men were caught in foreign countries selling or carrying drugs..they were not even duped into carrying anyone's luggage!So, to the foreign minister..why not try to think more positively instead of simply giving proposals just for the sake of giving proposals cause you don't actually have anything to do right now!why not try proposing our other ministers not to go to any foreign bars or brothels whilst in a foreign land!That should be more interesting!

I dont know what else to say about our politicians these days. Similar to you, I always perceive that Dr Rais is among the few who are wiser and thoughtful in his words and actions.
Nevertheless, this proposal is ridiculous.Obviously someone (I hope it was not a woman) at Wisma Putra have not thought through this so called 'idea' to protect Malaysian women traveling abroad.
Having said that,Cabinet Ministers as a whole are acting like sheep lost on a hill without a shepherd. Maybe the shepherd is now like a cat on a hot brick ( to borrow Tun's M analogy in his blog ) and so he is fast losing his sheep to the wilderness.
On another note, I would like to thank you if you had in anyway played a role in Tun's decision to have his own blog.

PUTRAJAYA, May 5 (Bernama) -- The Home Ministry cannot impose conditions on Malaysians going overseas, especially the requirement for women travelling alone to get a consent letter from their family before leaving the country, Minister Datuk Seri Syed Hamid Albar said Monday.
"To me if you are an adult, even within the country it is difficult to ask them to inform their family where they are going. So if you are an adult, you have to act on your own.
"There cannot be a rule. When a person applies for a passport, we don't ask them where they are going. It is their right for a passport. If a person applies for a visa, the country which approves the visa may ask for the purpose of the visit but they cannot ask for a person to get the consent of the family," he told reporters after addressing the ministry staff at the monthly assembly...

Aiyooo...why are our politician one after another becoming more shallow minded? I totally agreed with you and I face the similar travelling experience as yours. Education is the key and I can guarantee that those dupe are not frequent flyers and lack of knowledge. I don't even carry stuff for friends and they know it. Remember it is a multi-racial, democratic country. Don't just pass a proposal to suit one side.
It is a highly illogical move of him as a person, (not as a BN leader). I believe in not making judgements as whole to the party, because i do relaize that pakatan rakyat leaders can make stupid decisions too. But perhaps, it isnt publicized as much as the silly decisions BN leaders make.

So far I only hear cases of men having fun overseas....I mean so called business trips cum pleasure! I find that this idea is only supported by men who are like minded. I am Malaysian woman staying abroad. After the recent election results, I seriously considering coming home. But this incicdent shows me again how little trust and faith I can have in our politicians. They are not only out-of-touch with the current times, they are eroding all the developments we have made the last 50 years.
It is not just this proposal which makes it a shame. It is also the conduct of our MPs during parliamental debates. It all boils down to weak leadership. When the leader is weak, all those below him take the law into their own hands and say/act as they will.

No guarantees that something like this wont pop up again but at least the proposal allows for all MPs to 'test-the-waters'. Now those Bigfoots and Big Monkeys in Parliament know better than to cage women.
Its ridiculous! Its juz a few no of women linked to drugs i think.. Not 90%. I juz cant accept it.. They should think it again before propose this to Cabinet.

I am back in the States after a good holiday in Malaysia. I travelled alone to Malaysia and had lots of fun travelling back with a girlfriend. We did not have the same flight leaving Malaysia but we met halfway in Korea. It is plenty safe for women to travel alone.
This ridiculous proposal does not help anyone in the long run. It only empowers some men to control their women as they wish. (no different from the Taliban!)
As you said, all we need is to raise awareness. Educate not suffocate.
Our BN/UMNO ministers are running out of ideas. Our Foreign Minister should concentrate on foreign policies and take care of Malaysians working in foreign lands rather than finding faults with women.
Can't understand why older women are not able to perform something where the younger ones are capable of doing???

As usual, my source of news is in the morning from the radio on my way to work. When I heard this news today, I nearly hit the roof of my car! Just don't believe that such recommendations come from a Minister whom most Malaysian has high respect among the men, women or young people. If he had analyse the situation deeper, he might stumble upon that the root of such evil most of the time is the MAN and not the WOMAN! I agree that ladies whether young or old, single or married, we should be educated of the current and up-todate tricks and treats of MAN. We should be well informed and be more wary of such exploitations by MAN that has been happening here in Malaysia and even worldwide. Now, it doesn't pay to be nice to any one anymore and it is even worst if they are strangers!

How will the IC classify my daughter who will have 4 different "race" / nationalities?? Poor kid will have identity issues lah! Oh I forgot, we'll simply classify her as "lain-lain" like her dad! So although I'm proud of who I am, my IC will not let me classify my mixed heritage!
As for religion, it is "me to mine and you to yours" . It's a personal 'thang' , know what I mean? It doesn't bear any relevance...(It's use is often misrepresented as in the comments by Rais above)

It's an infringement on human rights plain and simple. If this the future for women for Malaysia, then don't bother giving women the right to vote even. Marry them off when they're 'of age'.
Islamic views of the matter are pertinent. But take into account, when was the Quran written? When was the Bible written? These rules and regulations suited the time in which they were set.
It's about the common sense perspective. Educate people, not restrict them lest we should adopt ourselves a dictator and be done with it. I do wish these ministers would think things through before mouthing off. Make educated decisions and proposals. And stop insulting your female 'rakyat' intelligence.
